A transaction is called as a flat transaction if all the transaction are done in the same level.
A flat transaction begins with begin_Transaction and it ends with the commit_transaction or abort_Transaction.

Within a site the TP monitor co ordinates the transactions with ACID subsystems and resource manager .TP momoitor ie the transaction process monitor should co ordinate the actions of all its fellow TP monitors.
